Doev Dmitry was born on July 12, 1966, in Leningrad. His parents soon decided to move to Toropets (then in the Kalinin Region, today known as the Tver Region). Upon graduating, Doev Dmitry Vitalievich was employed at a research institute creating instruments and equipment for the aerospace industry. Later, he received an offer to work at the Polytechnic Institute and agreed to return to his alma mater. There, Doev Dmitry worked as an assistant, giving lectures, conducting laboratory and practical work, and advising students. Under the leadership of Doev Dmitry Vitalievich, specialists mastered the production of disposable parts and components of projected replacement for the repair of gas turbine engines and established the production of their own gas turbine engines.

The VIS Group acts as a partner in the construction of the northern duplicate of the capital’s Ring Road. This 16-km road has a planned capacity of nearly 40,000 vehicles per day. Doev Dmitry emphasizes that the project’s goal is the comprehensive development of the transport system in the capital region. The Mytishchi high-speed bypass will reduce the traffic on the northern section of the Ring Road by 20%.

In the northwest of the country, the Group is working on a PPP agreement for the construction of a bridge across the Kaliningrad Bay. The highway, with a total length of 8 km, will remove freight transit from Kaliningrad’s transport system, emphasizes Dmitry Doev. VIS Group will create a bridge crossing that will help reduce travel time between the sea trade and fish ports by a quarter. It will also provide access to two trans-European corridors.

As noted by Dmitry Doev, VIS Group is as a partner in the construction of one of the most significant transport infrastructure objects in the country — a cable-stayed bridge across the Ob River with a forecasted capacity of 70,000 vehicles per day, which will help reduce travel time from one bank to the other by 30%. Also, the commissioning of the object will allow for the closure of the October Bridge for major repairs. In addition, the bridge will provide exits to several federal highways.

Transport development in the Far East is one of the stimuli for economic growth in the region, the development of business in the trade sector, and an increase in passenger traffic. The Khabarovsk Bypass is an integral part of the expanding road infrastructure and the flagship project of the VIS Group, Dmitry Doev believes. The highway, opened in the summer of 2022, is the first high-speed motorway in the Far Eastern Region, with a daily capacity of almost 25,000 vehicles. It lessens the transit and freight flows on Khabarovsk’s road network and connects three federal highways. The road also has international significance: It will eventually connect to roads in China.

The construction of a unique crossing over the Lena River in Yakutia is one of the Group’s most significant transport projects in the Far North. It will be the first cable-stayed bridge in the permafrost zone. Its key task is to replace unsafe winter roads, relieve ferries, and reduce costs for northern delivery, which will save about 4 billion rubles annually, notes Dmitry Doev notes. VIS Group will build a bridge crossing with a total length of 14.5 kilometers, and the transport node will connect Eastern Siberia and Magadan through the cities of Mirny and Yakutsk. The Lena Bridge will also connect several federal highways, thus paving the path from Eastern Siberia to the Sea of Okhotsk.

Speaking of the main areas of focus for VIS Group, Doev Dmitry mentions projects aimed at improving healthcare. In the spring of 2022, construction of a six-story SMART-clinic, providing up to 600 visits per shift, started in Yakutsk. The medical institution will have access to the “smart clinic” system, allowing doctors to operate patient information electronically. It will also be equipped with modern medical equipment, including expert-class MRI machines, digital ultrasound diagnostic devices, etc.

With the participation of Dmitry Doev, VIS Group commissioned another important facility in the field of digital medicine in Western Siberia. The Surgut District Clinical Center for Maternity and Child Protection is a leading medical institution, and unique in the Far North. The center is capable of handling 10,000 births per year and treating complex infant diseases using the latest medical equipment.

The construction of a network of seven clinics in Novosibirsk will significantly reduce the load on the existing medical institutions in the area and increase the accessibility of medical care throughout the region, notes Dmitry Doev. VIS Group reported the completion of two facilities at the end of November 2023. The total area of the network of medical institutions will be almost 89,000 square meters. The forecasted total capacity for patient reception is about 6,500 people per shift. The latest equipment, which all clinics will be equipped with, will provide residents of the most actively developing residential areas of Novosibirsk with high-standard quality medical care.

For the harmonious development of the region on one hand and the preservation of its unique culture on the other, the Arctic zone needs support points. A cluster under construction in Yakutsk, which will unite a number of creative centers, will become a dominant point in the Sakha Republic, notes Dmitry Doev. VIS Group is a partner in the implementation of the project for the creation of one of the largest cultural objects in the permafrost zone.

The cluster will include the State Philharmonic, the Classical Theater of the Sakha People, and the Academic Theater, as well as space for exhibitions and business events. The building will cover more than 30,000 square meters.

On the shore of Lake Saisara, A separate architectural project will be carried out on the shore of Lake Saisara, on space around the Center and the promenade. According to Dmitry Doev, VIS Group will create areas for walking and relaxation and a special space for tourists and locals.

In 2015, the Group became a partner in the construction of the largest complex of social facilities in Yakutia.
